Before proceeding with the design and construction of sports facilities, it is necessary to discuss in detail the technical requirements for the designed sports facility, the possibilities and sources of financing construction, the provision of construction materials and labor. The organizers of future construction should first of all be clearly aware of the purpose of the sports facility, its class, capacity, composition of the main buildings (grounds, fields, halls), auxiliary facilities and facilities for spectators. After that, you need to determine the estimated cost of future construction work. If the construction will be carried out according to a standard project, then the estimated cost is determined by the overall estimate of the project. When using an individual project, you yourself need to calculate the approximate cost of construction work. After determining the cost of construction, it is necessary to resolve the issue related to the financing of design and construction work. Design work is carried out by state design organizations and private bureaus. If the project will be developed by a state design organization, then the customer needs to achieve in his parent organization the appointment of limits for design work and their inclusion in the state plan. Limits are planned volumes of capital investments (material and human resources), which are allocated by state planning bodies. When preparing a task for the design of large facilities (stadiums, a sports palace), a feasibility study of construction is developed, which considers the profitability of a future sports facility. When choosing a site for the construction of a sports facility, it is necessary to take into account technical, economic and sanitary requirements. The technical requirements include the choice of the most favorable conditions for physical culture and sports, as well as compliance with standards. The economic requirements include the conditions for the correct choice of territory. The site should be as close as possible to sources of electricity, water, and roads. Sanitary and technical requirements include: the humidity of the site and the level of groundwater, the direction of the winds, the presence of sources of negative impact of harmful factors (physical, chemical or biological origin). After the permission of the local authorities to allocate a site for construction, the organization orders a building passport from the department of the district architect or the department for construction and architecture, without which it is impossible to design this sports facility. After the conclusion of the contract with the design organization, all these documents are transferred to it. At the same time, when concluding a contract, the customer also transfers a certificate from a higher organization on ensuring the financing of all possible works. Sources of financing for construction and capital repairs can be public (centralized and non-centralized) and private capital investments. The time of construction and commissioning of a sports facility depends on the financial capabilities of the customer, as well as the construction capabilities of the contractor. The constructed sports facility is accepted by the customer with a special commission. For full-fledged activity, each sports facility must be equipped with appropriate sports equipment and provided with qualified personnel.
